Purpose:
- This command was used for a few cost accounting/tracking applications to indicate that an engine has been installed in a test cell and it is now in the “occupied” state. The only remaining function is for FSP to manage a tracking program that reports changes in PPN (program project number) and engine changes. Issue the “occ_start” command whenever user changes to the PPN variable occur.

- The above command indicates that a change in program project has occurred, and an entry will be made in the /data/meters/meterlog.NNN.YY file.
