Use the email_mgr to wait for errors messages to occur, and if those error messages should be emailed, it will email the correct people.

Only specific errors will get sent, and not all errors. Three different emails can be sent. They are sysop_email, quality_email, and user_email:

- sysop_email: Specified in the /cell/site_special file. Its index is 54.
- quality_email: Specified in the /cell/site_speciail file. Its index is 80.
- user_email: Usually specified in the /specs/engine_specs.xxx file but can be specified anywhere. It must be named either ‘user_email’ or ‘User_email.
