This application is not intended for users to execute on the command line interface. Instead, it should be included in the go.scp script at a centralized node. It reads the file that contains the previous value for a block number.
Enter:

blk_num_mgr.10c <bnm_filename>
Where:

bnm_filename
Specify the full path to the filename that contains previous block numbers.
Example:
