Purpose:

Capture CVS test cell errors when a problem occurs. Select a corresponding problem type from a list of problems. Once the problem type is selected, an electronic logbook entry is added. The logbook_bp_specs.NNN file must be within the /specs directory in order for the logbook to work. The captured data files are saved within the /data/problems directory.
